Help with Slayer Life leech Cyclone build 3.9 SC trade league.

I would like to see if there is something obvious I could do to improve my build. I find it ok to clear lvl 16maps. But I would like to know what would be my next step in improving this char. This is my second time playing POE so I might have missed something obvious.
