Is penance brand of dissipation viable anymore now after nerf?

Just wondering, since i saw the patch notes. Just started this build last league, and loved it. So it would figure.

I read about a 65% nerf to damage. So not Godly, but pretty good still.

300m dps to 150m dps. Still op

Loosing 66% of DMG is not going to feel great if you played it last league, however viable it still is in 3.24.
