First try in this league, not the cleanest run and used all 6 portals to kill him because my last uber elder fight was 3 months ago. Only watched my own uber elder kill video from last league to remind myself the fight mechanics.

Some personal thoughts on uber elder
-Ball lightning takes too long for travelling to actually hit something, cuz I can't facetank elder/shaper all the time, I have to dodge many things during the fight, especially at phase 3 and 4 (elder start using tentacles slam and his own slam).

-I'll try replace slow proj or other skills next time and see how it goes. This will definitely hurt my mana recovery from mind of the council. But I hope that gives me more dps on this fight

-Soul of ryslatha minor pantheon gives more life flask charges for extra room for errors, like mispositioning and taking DoT on the ground, shaper ball/beam, elder siphon

For those who on a tight budget
-I'd say 2 poets pen, 5L inpulsa and mind of the council is mandatory.

-Leech
You can use a shaper amulet with "% lightning damage leeched as life"
OR
essence worm ring + watcher eye with vitality life leech

I went with essence worm variant because I started this build with around 2ex, and solved my leech problem for 30-40c. Also can upgrade into a better version if you have more budget

Once I can afford a wrath penetration watcher eye, I replace vitality with wrath on essence worm, respec mastermind of discord and use paragon of calamity instead. "Wrath + lightning pen" gives similar dps compare with "mastermind of discord + herald of thunder". But I can get more unreserved mana for mom, 0.5% life leech, reflect immune for smoother mapping.

-Amulet
A rare amulet with crit multi + spell/lightning damage + life + mana is comparable with choir of the storm.
According to my own gear, a rare amulet gives similar dps on arc/ball lightning and 100-200 more ehp, tho you lost some dps from level 20 lightning bolt skill on choir of the storm

What post are you referring to? I don't recall it being said to use 2 arcs at the same time.
