Upgrade gems by 2 levels or increase quality by 30% with Dialla's Malefaction Sage's Robe?

Hello,

I'm currently putting together a Cir Tornado of Elemental Turbulence Inquisitor build. Here's the build I'm using as a guide, Tornado of Elemental Turbulence Inquisitor . My question is, is it better to use Dialla's Malefraction to upgrade all gems by 2 levels (Red sockets) or increase quality of gems by 30% (Green sockets) or a combination? If a combination is best, which one's for +2 Gem Level and which one's for +30% Gem quality?

do you have Path of Building?

you can test all of this stuff with it :)

2r 4g are in the PoB. The red sockets are for the tornado and the empower (since +2 to empower equals +2 to other connected gems).

For most support gems it is better to have quality than levels. Doesnt count for all support but for nearly all.
