Does this count as a bug?

I'm the champion player,I equip the Replica Badge of the Brotherhood and Perseverance Vanguard Belt but the Endurance Charge always lose when i ues cyclone to attack the enemy.Replica has 20-25% chance to lose an Endurance Charge when you gain Fortification but the champion has max fortification so it may not be effect right?
