I've checked your character and it does seem like you should be able to have 4 spectres. According to PoE Wiki, lvl 25 Raise Spectre grants 3 spectres. Your gem level: 21(gem) + 2(ascendancy) + 1(wand) + 1(amulet) = 25. Death Attunement increases max spectres by 1. I see no apparent reason why would you not be able to have 4 spectres. Maybe on low-budget versions, but after you get 4G triad grips, 5 spectres and cluster jewels, then the damage will ramp up and scale very high with higher investements.
