Thats t 2 lightning damage. I wouldn't use the master craft simply because you can get a t 1 lightning roll in a few hundred alts, if not the first 100. Then all you need is a good regal to multicraft it.

You can multimod-second flat ele damage-elemental damage with attacks-attack speed-crit chance

that should give u a 200ish ele dps wand, I believe. good stuff :D
