How do you feel about adding in Crystal Skin? I think its worth it

Is there a recommended path to leveling the passive skills? I went ahead and grabbed Point Blank first, but unsure of where to go from there.

"Passive tree does not matter much at all with the sole exception of point blank. That node lowers your damage the further they are away so until your mapping and decently geared I would avoid picking it up. |

The gem links section shows that you use Herald of Ice, Wrath and Precision. Where do I get the extra mana reserves for Precision?
