You didn't read properly the patch note 3.25

Steelskin is now offered to the Marauder for completing Breaking Some Eggs, and can be purchased from Nessa by the Duelist, Templar, and Scion.

Your guardian really seems to be a very good first choice :-)

In ruthless , your first altas priority is to get map progression as fast as possible ( so kirac , map drop % , map higher %) until you have your 2 stones .(2 map t16 finish to have the 2 Quest boss)

After that it's up to you to choose.

If your question is about in normal league this isn't a build for normal league.

Transfigured absolution no good for leveling and for vaal afterwards?
