Is Tripolarbear's Detonate Dead Elementalist League Starter viable as Scion?

Hello guys,

I'm back to the game after 5 years, useless to say I don't remember much. I started levelling a Scion in affliction, should have planned better my play but i remain pretty casual even if I really feel like playing quite a few hours a week.

Travelling through guides, Scion seems a bit low tier..is it a right assumption?

If not, could you guys recommand me a few cheap to start but with late game potential (not to many legendary items plz) I could use.
