You mean just hope that one drops while farming?

I tried this build out for the first time this league and I've been liking it a lot.

I just want to mention as a slight alternative at the lower levels, I ran through the second half of Act 1 and beginning of Act 2 with dual-wielding sceptres and with the following gems and it worked very well for me.
Freezing Pulse/Arc-Summon Phantasm on Kill-Added Lightning Damage
Orb of Storms-Arcane Surge (lvl 1)-Added Lightning Damage
Flame Dash-Added Lightning Damage

will this build for hardcore? and how much will it cost in the new league

what to rock in the ascent first?

@alejandro17: Yes it works in HC, cost depends on which items you decide to go for. There's many different choices, but overall it's all on the cheaper side.
