I am wondering why we use innervate with herald of ice? - We dont have any lightning damage, so how does is benifit us?

hi. Lightning Warp applies the shock. If you check my Wasteland run you'll see in my buffs that many times the innervate procs, so its working great.

Yes, but for innervate to be usefull, it should be linked to LW then... Herald of ice doesnt recieve the bonus shock, since it doesnt do lightning damage..Am I missing something?!? :)

Yes, ideally you'd want it on LW and not on HoI, but you have no slot for it. Increased AOE gem for LW to apply the curses on more enemies is far more important than innervate.

So what we do is the second best option.
