So based on what you said, I assume the zombies will be affected by it just as they are the regen. If it affected minions, it would read something like “enemies on consecrated ground grant (1-2)% to critical strike chance.” In general flasks only affect the player using them. Zombies receive benefits from consecrated ground because consecrated ground functions independently of the flask. Then because enemies are affected while standing on consecrated ground, anyone attacking the enemy will benefit. Read the Wiki on consecrated ground. The "Hits against enemies on consecrated ground have 100% increased critical strike chance" is an independent effect of consecrated ground and not from the flask.
